The Rollingstock Efficiency Strategy (RESults) Program was initiated to deliver the following benefits to Queensland Rail:

  • Providing a base platform to assist with future fleet capital planning and replacement decision making
  • Enabling more effective planning and implementation of whole-of-life maintenance activities for the existing fleet to meet operational requirements
  • Providing value-for-money fleet utilisation and maintenance outcomes.

Corview’s role in the RESults Program was to lead the development of the Fleet Strategy and Maintenance Strategy for Queensland Rail’s city network fleet and to develop an interim fleet strategy for the regional services.

Scope of Work

  • Develop the required assessment documentation for each of the program projects, including:
    • business case structure
    • detailed scope and service requirement definition
    • development and implementation of market sounding processes
    • assessment of value-for-money
    • financial analysis
    • identification and assessment of project and process risks
    • delivery options assessment
  • Development of:
    • strategy papers
    • tender documentation where required
    • stakeholder engagement and approvals processes including preparation of required briefing materials such as Queensland Rail Board papers

Key Achievements

With effective fleet and maintenance strategies in place, Queensland Rail is able to more efficiently provide:

  • Strategic investment in the city network fleet
  • Improved fleet reliability and availability
  • Efficient allocation of operational and capital funds

The fleet and maintenance strategy documents developed by Corview were approved by the Queensland Rail Board without amendments and these strategies enabled Queensland Rail to realise a number of key benefits including:

  • establishment of optimum city network fleet lives
  • alignment of strategy to capital plan
  • efficient delivery of maintenance and overhaul activity
  • improved fleet availability
